State-of-the-art mobile anti-epidemic complexes in the prevention of and response to emergency situations of biological character

Abstract

Disclosed is the essence of such notions as “Emergency situation (ES) in the sphere of public healthcare, of international concern”, “ES in the sphere of sanitary-epidemiological welfare of the population (or ES of sanitary-epidemiological character), ES of biological character. It is demonstrated that all mentioned above ESs are at bottom the ESs in the sphere of sanitary-epidemiological welfare of the population, but they vary in scale, significance, and degree of socio-economic effect. Laid down are historical aspects of establishing and deployment of specialized anti-epidemic teams (SAETs) of the Rospotrebnadzor. Indicated is the importance of the present-day modernized SAETs as mobile antiepidemic complexes. Set forth are the core principles of operation and the tasks performed. Pointed out is the role of SAETs in the provision of sanitary-epidemiological welfare up-to-date: Liquidation of implications and relief of catastrophic flood in the Far Eastern Federal District, 2013; Preparation and management of mass sociopolitical and sports events with international participation, 2012–2015. Considered is the experience of SAET deployment in the Baltics and the CIS countries, in the republic of Tadzhikistan, and South Ossetia (2008). Described is an unrivalled experience in response to EVD epidemic in the republic of Guinea in 2014–2015, when SAETs were for the first time ever on-demand internationally.
